while that is true, devil fruit still does matter. Of course people are strong without one, but having a powerful df and being able to bring out its full potential while being already strong cuz of haki makes you atleast 5x more stronger than before.

Yet, two of the top 3 most powerful men are non DF users.

look at kaido and whitebeard, whitebeard has such a powerful df and he's even a good user of it. The debate that without a df you can be stronger than those with df is just plain stupid. Having a good df has alot of advantages. Ain't no haki saving you from a shockwave that can literally cause tsunami's right in your face.

Yet, Garp and Roger are on par with him if not better. Haki+raw strength is a hard counter to any Devil fruit user in 1 on 1. We know all Devil fruit has a ceiling. When you hit it you can't become stronger by relying on it alone. you have to resort to haki which looks like it has no ceiling.

In high level fights, we have seen that the man with better haki wins, DF almost doesnt matter. In Roger vs WB, and most recently Luffy vs Katakuri. Katakuri's devilfruit was clearly inferior to luffy's but he dominated untill luffy got his Advanced Observation Haki. Little difference on haki is far more effective than big difference between devil fruits.

Luffy didnt beat katakuri to a pulp, idk what you've been on but they were both pretty even. Unless you're talking sbout black mamba in which case you're still kinda wrong. Katakuri's df allows him to both generate mochi and turn his body into mochi, furthermore with awakening he can transform the landform into mochi as well. All of these aspects make his df strong
